A Franklin County 501(c)3 "Charitable Organization" created in 1981 under the name "Franklin County Local Development Corporation" by Felix Allen, Leelan Woodlief, and Willie Bartholomew for the purpose of "rendering financial and other assistance to the manufacturing, industrial, business and trade development of Franklin County; to render aid to manufacturing, industrial, scientific,educational and business enterprises situated in such area, and to induce the location in Franklin County of other manufacturing, industrial, scientific,educational and business enterprises; to purchase, subdivide, sell, and lease real property in Franklin County and erect or repair any building or improvement for the use of any manufacturing, industrial, scientific,educational or business enterprise in Franklin County, and to accumulate and lend money for said purpose." The business name was officially changed in 1983.

Membership in the Franklin County Committee of 100 requires payment of an annual individual membership fee of $100 or $300 or annual corporate membership fee of $500 and acceptance into the group is "subject to approval by the Board of Directors" per their Articles of Incorporation.

The organization had net assets of $127,213 at FYE 2007, $111,375 at FYE 2006, and $102,745 in FYE 2005.

Sturges was a contributor to political campaign of congressional candidate Frank W. Ballance Jr. who was later charged with and convicted of diverting more than $100,000 in state funds meant for the John A. Hyman Memorial Foundation. The funds went to his son, daughter, mother, church, and law firm while he was a state senator. Sturges represented the son, NC district court judge Garey Ballance, who was indicted & later found guilty of failure to file a federal income tax return for the year 2000, a misdemeanor that had a maximum punishment of a year in prison and a $100,000 fine. He failed to report receiving $20,000 from the foundation as well. He used the money as a down payment on a Lincoln Navigator. Sturges has also been a contributor to the political campaigns of Lucy Allen and Doug Berger.
