  1. Ollie and Janet's shop and apartments
  2. Ouray's Tower: a mysterious black, cubic tower that rises several stories above the city. There are no doors or entrances, and it is surrounded by water that does not have a surface inlet or outlet but stays fresh through (one would assume) underground streams. The Tower is creepy and gives off an uneasy feeling. No one will live near it so Governor Krubi was forced to declare the area nearest the tower as a park.
  3. Guardstands: The numerous travelers onto the Plateau are given directions here to keep then on the road out of town and out of Upper Pendor's nicer neighborhoods. The directions are given politely. Usually. In the guard's eyes, There are four classes of people: those they know belong in Uppendor, those that look like they belong in Uppendor, those that are clearly travellers following the rout4es through town and everyone else. The latter two groups are not allowed past the checkpoints, and the last group is not allowed into Uppendor at all without good reason.
  4. Winch car platform: The winches run during daylight. During operations, there is a cadre of mules running a capstan that powers the cars. There are a couple of small outbuildings here, and during daylight hours, several operators and a muleskinner.
  5. The Green Dragon Inn: One of the earliest buildings in the city, the Green Dragon is a popular stopping point for travelers and the only one were visitors from differing classes commingle freely. For this reason, a lot of clandestine business takes place in the Green Dragon. But you didn't hear that from me.

Main Areas

Governor's Park
This is a carefully manicured and constantly tended preserve that is for the use of the Governor, his family, and their guests. Occasionally the Governor will open up the park for use in special festivities or events but this is rare and most of Pendor's inhabitants, especially those who are not noble, have never seen the inside of the park's walls.

There are a few animals in the park, some that come and go naturally such as birds and squirrels, but there is also a small family of captive deer, a couple of foxes, and Governor Krubi's pet lion that is kept in a special pen in the northern area of the park. Gardeners roam the park throughout the day. A patrol of guards is constantly moving about looking for trouble at night.

Governor's Palace
The palace is a (seemingly) perfect cube, standing nearly as tall as it is wide which makes it by far the tallest structure in the city, taller even than Ouray's Tower. There are four towers, one at each corner that rise the length of the palace and end in crenellated battlements. The palace has no windows for it's first two floors, instead housing only arrow slits. There is only one doorway, a pair of great carven stone double doors at the front of the building.

The palace is very old. It is one of the few buildings in Uppendor that survived the Ice. The commonfolk say that it is a place of power but also haunted and whoever lives there will gain strength but ultimately be doomed. They also say that the moat contains a strange breed of crocodile fish. But then commonfolk also claim that every redheaded baby is a sprite changeling so there's not a lot to be gained listening to tales from the commonfolk.

The Governor holds public court in the Hall of Judgement every other week on Fridays and all are welcome to attend. But few have seen any of the palace interiors besides the Hall.

Temple District
The Uppendor temple district is far different from the district in Loppendor. All is quiet and sedate and serene and everything is kept very clean. There are only three temples in this district, all very old and very established and catering to the upper crust of Pendor inhabitants.

The most important temple, a gray building surrounded by ancient columns and with two significant spires flanking its stained glass entry, is that of Dunamis Powerhurler. The Powerhurler's cathedral is one of the largest in Alannis, and has architecture and furnishings to cause wonder amongst those who see it.

The open amphitheatre of Stachia contains an unusual feature for an Erth-Mother temple: a reflecting pool. The high priestess addresses the masses from across the pool and it is said that the water has been blessed to enhance her intonations.

The sect of The Red Archon worships an Aspect of the great Protector that has fallen out of favor. Although this is the oldest temple, and the reddish brick pyramid is another building that predates the Ice, it is also the least well attended of the Uppendor temples.

Divine scrolls, potions and magic are available here at cost at all three temples but only to believers, although the Red Archon temple has been known to make services and goods available to others should the size of the offered donation justifty the action (treat as book price + 25%). No priest in this district will consider performing evil or chaotic services for any cost and none have Divine items available that are of a similar nature.

Barracks
Some of the Barracks were originally rebuilt as upper class housing. But the expanding needs of the city guard and the Governor's desire to increase the number of men under arms has caused the barracks to be expanded as well. Not all of the barracks buildings house soldiers: the barrack blocks include stables, practice and parade grounds, and logistical support as well as actual barracks.

Wealthy Estates
For the most part, these are the homes of the more influential and blue-blooded nobility. Most of these lands are deeded and titled and have been in their current families for generations. Several survived the Ice and have been inhabited continuously since the Second Age of Man.

This section is filled with estates, usually walled, belonging to the cream of Pendor society. The two southernmost blocks of the estate section are particularly desirable due to the stunning views of Loppendor and the Heartsland. There are only three estates along the southern edge of Uppendor: the Blackstone and Handuin families, among the city's older and more prominent noble families, own verdant holdings along the western cliff edge. An unusual character and philanthropist named Bricky Lee, a relative newcomer to Pendor, recently purchased the eastern cliffside estate of Hanging Garden. Bricky Lee has stormed the Pendoran social order, causing one near-scandal after another with her dazzling good looks and outrageous behavior, and in a remarkably short time, has become one of Pendor's more prominent personages.

The Strip
The Strip is a commercial district catering to travelers along the main roads through town. The Uppendor Strip contains many of the same types of businesses as the rest of the Strip - but in a much more elegant and refined manner. Instead of taverns there are drinking clubs, expensive hotels instead of inns, courtesans instead of harlots, elegant casinos instead of gambling dens.

There are some very exclusive establishments that cater only to nobility, but for the most part the class divider along the Uppendor Strip is money. If you have enough, you are welcome, otherwise you are directed to the businesses in Loppendor.

Town Centre
Two exclusive blocks containing entertainment for the wealthy. A theatre, a music hall, a very fine and expensive restaurant, and a strip of exceptionally exclusive boutiques grace this well-patrolled area along the riverbank.

Upper Class Homes and Shops
Owning an Uppendor home carries a significant cachet and the houses in this section are very desirable. Many are miniature estates complete with their own walls. Even those that are more apartments than houses are quite expensive.

Most of these homes belong to minor nobles or landowners with holdings outside of town and who are therefore only in Pendor part-time. Like the wealthier estate area, the residences in this section are often deeded, held by the same titled families for decades.

The shops that can be found scattered through this section tend to mirror the homes: upscale markets, fancy boulangeries and the like.

Artisans and Crafthalls
The mines of the Ur Plateau send a steady stream of precious gems and metals through the city and much of it is worked in this section: Pendor is renowned for the quality of its jewelers, goldsmiths and silversmiths.

The unusual concentration of wealth in Uppendor means that there is also an unusual concentration of fine arts and crafts practiced here, to supply the well-to-do with the expensive whatnots that they so crave. Perfumeries, scribe services, exclusive tailors, galleries of paintings by famous artists, fine alchemists, rare book dealers and the like stand side by side with high-ticket magic shops and other trappings of the rich and famous.

All of the non-Clerical superior items (as shown in the Players Handbook) are available here at regular price. A given masterwork item is 75% likely to be found here in one shop or another, and if so, is found at book price.

There are three shops that specialize in magic: Kalonn's sells weapons, armor, and other martial-related items and can be found near the Barracks. The Enchanted Grounds purveys fine potions, incenses, bath items, household furnishings, jewelry and other wondrous items and is located just northeast of Pendor Park. The Pendor Institue of Wizardry which is not a shop at all but is rather a junior college of wizards-to-be that supplements its tuitions by creating and selling Arcane tomes, spellbooks, items, potions and scrolls. There is a 20% chance that one of these shops or another will have a specific Divine item or scroll but if so it will be at a 10% premium.
