Any least one other metamagic feat.
Game Rules
The additional spell level cost of other metamagic feats is reduced by half (round down)
Example
An Empowered Reduce spell normally costs a third level spell slot. Casters with the Over-Level feat could cast an Empowered Reduce for only a second level spell slot
